How to Make New Year’s Poppers
Materials:
- Balloon (black, or other colour of choice)
- Toilet paper roll
- Black paper
- Glitter paper
- Glue tape
- Tape
- Tacky glue
- Confetti
Equipment:
- Star punch (1 inch size)

Instructions:
Step 1: Find what you need
- Gather your supplies and materials.
Step 2: Attach the balloon to the paper roll
- Tie a knot in the end of a deflated balloon.
- Cut off about 1/2 an inch from the very top part of the balloon.
- Stretch the balloon over one end of a toilet paper roll.
- Tape the edge of the balloon to the paper roll, securing it in place.
Step 3: Add a colourful base to the popper
- Decide on base colour(s) for your popper. Here we cut a strip of black paper (about 3/8 inch wide) to put at the top of the roll, matching the black of the balloon.
- Attach the paper strip around the top of the paper roll. You can use glue tape, tape, tacky glue, or a combination of these.
- Cut a piece of glitter paper to fit around the paper roll. Our piece was about 6 inches long and 4 inches tall.(To fit the whole roll, without the black strip of paper, cut a piece 4-1/2 inches tall.)
- Attach the glitter paper around the roll, centering it vertically so the black of the balloon and the black strip of paper at the top show evenly.
Step 4: Make decorations for the party popper
- Use a star punch to cut out stars from black and silver glitter paper.
- Add tacky glue to the back of the star, spreading out a thin and even layer that reaches each point.(You can also use a toothpick to do this.)
- Attach the star to the covered paper roll. Hold down the edges of the star until it stays in place.
- Repeat, adding more stars all the way around.
- Your New Year’s popper is complete!

Step 5: Have fun using your New Year’s popper
- Add about 2 Tablespoons of confetti into the top of the paper roll.
- Grab the knot of the balloon and pull down.
- Let go of the balloon and watch the confetti fly through the air!
Helpful Tips:
- Thinner paper stays in place more easily on the curved surface of the paper roll. Use stronger glue for scrapbook paper and cardstock.
- Transport the poppers with confetti already in them by placing plastic wrap or tissue paper on the top of the roll, securing it in place with a rubber band.
What type of confetti is best for these New Year’s poppers?
We used tube confetti from the dollar store for our poppers. It’s very shiny and fun, but it’s quite staticky and hard to clean up. You can also buy star shaped confetti or special New Years confetti to make the occasion extra festive.
Or buy tissue paper confetti, or make your own confetti. Use a hole punch to make circles in paper, or cut up gift bag filler or shredded paper.
If you’re going to use your party poppers outside we highly recommend biodegradable confetti.
What glue is best for making New Year’s party poppers?
We find it best to use a combination of adhesives: glue tape, regular Scotch tape, and tacky glue.
Glue tape makes it really easy to align the paper on the roll and keep it straight, but it’s not quite strong enough to keep the wrapped paper in place. That’s why we started with glue tape and then added tape to the other side.
Thicker paper, like scrapbook paper, requires tacky glue to stay in place, and you have to hold it until it’s dry enough to stay on its own. This is great for this type of paper, but it can make thinner paper soggy if you use it for every part of the popper.
How can I decorate my DIY New Year’s poppers?
There are so many fun ways to decorate your confetti poppers. Here are some cute ideas:
- Place star stickers around the popper
- Use a one hole punch to create circle decorations from glitter paper
- Cut strips of paper in different widths
- Glue on sequins or rhinestone stickers
- Attach cute fireworks stickers
- Add mirror mosaic tiles along the top, bottom, or in a pattern
- Draw fireworks or stars on black paper with a gel pen or glitter pen
- Simply cut New Year’s scrapbook paper to size and attach it around the paper roll
