In a large bowl or the bowl of a stand mixer, cream together the butter, brown sugar, and sugar. Add the egg and vanilla, and mix well.
Add the baking soda, baking powder, salt, flour, and oats, and mix until just combined. Fold in the raisins.
Scoop the dough in one inch balls onto a lightly greased baking sheet, and bake 10-12 minutes, or until lightly browned. Let sit for 5-10 minutes before moving them to a cooling rack.
