Preheat the oven to 350. Line two baking sheets with parchment or silicone liners.
In a large bowl, whisk together the cocoa powder, sugar, and melted butter. Add the egg and vanilla and mix until well combined. Add the flour, baking powder, and salt, and mix until the dough comes together. Stir in the chocolate chips.
Scoop the dough into one inch balls and place on the prepared baking sheets. Bake 12 minutes, then remove from the oven and let rest 5-10 minutes on the baking sheet before removing to a cooling rack.
