Preheat the oven to 350. Grease a 9 x 13 pan with cooking spray, or line with parchment or foil.
In a medium bowl, cream together the butter, peanut butter, and brown sugar until light and fluffy. Add the egg and mix until well blended. Add the flour and oats, and mix to form a crumbly dough.
Press 2/3 of the dough into the bottom of the prepared pan to form an even layer. Spread the jam over the top of the dough evenly. Crumble the remaining dough over the top of the jam.
Bake 25-30 minutes, or until the bars are golden brown and crisp on top. Let cool before slicing and serving.
