Preheat the oven to 350. Line two loaf pans with foil or parchment, spray with cooking spray, and set aside.
In a medium bowl, whisk together the flour, baking soda, salt, cinnamon, nutmeg, ginger, and cloves. In a large bowl or the bowl of a stand mixer, beat together the oil, apple sauce, sugar, brown sugar, eggs, pumpkin, and water.
With the mixer running, slowly add the dry ingredients to the wet ingredients, and mix until just combined.
Pour the batter into the prepared pans and bake 50-60 minutes, or until a toothpick inserted in the center comes out clean. Let cool in the pan for 10 minutes, then remove to a cooling rack.
